Disputes between officials within the US Department of War spills over to Allied purchases of aircraft by suggesting that it could hamper US rearmament. Isolationists seize this as an opportunity to 'make trouble'. President enables Allies to purchase aircraft initially ordered for the US military. The House Military Affairs Committee eventually favoured the sale of the aircraft to the Allies.
