British and French governments joint declaration on the territorial waters of Norway. German campaign against merchant shipping has sunk 150 neutral ships abrogating previous rules conducting war. Therefore the British and French governments will do what is necessary in order to halt the Germany use of Norway for its material advantage in the prosecuting of the current conflict.
