Reccommendation that the British government does not request Congress to change the Neutrality Act, December 28 1939

In discussion with George de Forest and Cletus Keating (Admiralty Counsel and Lawyer respectively) on the US Neutrality Act, letter reccommends that the British government does not request Congress to change the Neutrality Act in case its coverage broadens and impedes further British shipping.
