Evacuation of British nationals from China in event of war with Japan, May 4 1939

Cover note and letter in which the Foreign Secretary, Halifax agrees with Sir Herbert Phillips that evacuation of British nationals from Shanghai would be impracticable, and agrees with Mr. Broadmead that local British communities in China would have to remain in place. It also suggests consultating over this matter with the French and American governments.
